The War of 1311-12

Between January and November of 1311, the war between the Commonwealth and the Reformed Federal Estates was mostly a gridlock. With the initial assault on Jestopole effectively countered by Finzi's divisions, forces between the two sides were equal along the border between the two nations, as Davis' forces carried out abductions and raids on Commonwealth families nearby. In terms of resources, the Commonwealth continued to have access to hubstone energy in Jestopole and the Combrian region, while the Reformed Federal Estates had its numerous Gymian military bases and access to henshale. However, in November 1311, after Davis captured the city of Console, Combria, henshale reserves ran dry. This forced Davis to impose further rations on an already impoverished population. In December, the Commonwealth launched an assault on Ligam, the base location of Davis. Ligam fell under Finzi's control that month, but Davis was nowhere to be found. Furthermore, numerous holdouts carried out by Davis forces remained, as they still held onto numerous territories in the Southeast corner of the former province of Gymia as well as the Western portions of Combria, now under Reformed Federal Estates occupation.

In March 1312, a Commonwealth spy plane was shot down, but the pilot survived and was at large in the Reformed Federal Estates territory. Before long, the said pilot made contact with the Commonwealth authorities, stating that she discovered that Davis had relocated to Console. Finzi initiated an attack on the city and base, during which Davis' defenses fell and Davis, himself, relocated to a bunker under the city's University Library. On 21 March, after a lengthy standoff, Davis committed suicide, as the Reformed Federal Estates surrendered to the Commonwealth.

With growing sentiment to start a new era in local history as part of the Commonwealth, the people of Console, Combria voted, later in 1312, to rename their city to New Terredon.

ICSR: Re-Admission of Gymia and the Fifth Amendment

In April 1313, the population of Gymia voted on and passed a referendum to make a proposal to the Basin District to re-join the Independent Commonwealth State of Retun. This was approved by the Commonwealth Council and signed by Prime Minister Finzi in September; thus, Gymia was again a province of the Retunian Republic.

In October 1317, the Commonwealth ratified the Fifth Amendment to the Constitution of the Basin District, with such an amendment establishing the official flag of the Commonwealth, the Commonwealth Qor as the official currently, and "The Independent Commonwealth State of Retun" as the official name of the Republic.

The Economy

In 1313, regional economic disparity began to emerge, as counties with darkfire reserves became more affluent than counties without. In the darkfire-rich counties, businesses began raising prices, an indicator of inflation, encouraging these residents to travel to darkfire-dry counties to help cheaper businesses. This, however, led to an increase in prices in the darkfire-dry counties. In December of that year, Finzi addressed the situation with an expansion in his welfare distribution measures.

Meanwhile, inflation continued as the Commonwealth Qor was based on the quantity of darkfire produced. The darkfire industry, however, overproduced; and the quality of the darkfire produced began to noticeably decline in 1314. As a result, currency value experienced an even sharper decline. Darkfire prices remained stable owing to a precarious proportion of its decrease in quality to the decrease in the Commonwealth Qor value. This resulted in darkfire-rich counties, once affluent before this issue, to begin lagging behind financially, prompting Finzi to adjust redistribution measures accordingly.

In 1317, ebony deposits in Ebony Valley ran dry, triggering a downturn in the local economy. To this, Finzi responded with further redistribution measures and legislation for the imports of talismans from the Great North; and thus, Ebony Valley became a major port for retailed goods. During this time, trouble on the international front, as well as the Remikran Union, created additional pressure on Commonwealth tradestone exchanges, sending the Commonwealth economy into a recession. A fallout with the Ancondrian Cobi Guild in the summer of 1318 constituted the worst period of the recession.

In January 1319, Finzi enacted a special expansion measure in the darkfire industry, which greatly improved the quality of darkfire, which, in turn, floated the Commonwealth economy by the end of February. Furthermore, this recovery sparked the development of the dymensional spellcrafting industry in the Combrian regions.
