Summary

During the time of its existence, Cabotton University stood out as the first modern educational institution in Middle Remikra to be governed democratically. The three basic democratic institutions of Cabotton University were the University Council, University Administration, and University Affairs.

The Three Institutions

University Council consisted of three Chambers: the Assembly of Scholars, the Chamber of Academics, and the High Scholar Delegation.

The Assembly of Scholars was the most numerous chamber of University Council, consisting of a representative elected from each Suite of each Wing of each Floor of each House. Each seat here was up for election on the twenty-first week of every calendar year; and the lead figure of this chamber, Lead Scholar, was chosen by the Assembly on the third week of January of every year. The Chamber of Academics consisted of one representative from every Graduating Class Year of every School. Like the Assembly of Scholars, every seat here was up for election on the twenty-first week of every calendar year; and the lead figure here, Lead Academian, was likewise chosen on the third week of January of every calendar year. The High Scholar Delegation, the third chamber of University Council, consisted of a representative for each Floor of each House. Unlike the other two chambers, High Scholar Delegates were elected every two calendar years, but in staggered fashion, with those from Houses Fleming, Adams, and Deering being elected one year, and Houses Randall and Norris being elected on the second. The leading figure here, Head of Delegation, was determined based on the scholar in this chamber with the most years at Cabotton, with the older age being prioritized if there was a contest over that.

The main role of the University Council was to consider proposed measure, and to vote for or against them as University Policies.

University Administration was headed by a University Headmaster, whose position was elected every six years. The Headmaster's role was essentially to enforce University Policies passed by University Council and to appoint numerous Heads of both Academic and Non-Academic University Departments.

Both University Administration and University Council, in accordance to the Cabotton University Constitution, had checks against each other as well as mutual checks with the last of the three founding institutions: University Affairs. University Affairs served the role of hearing disputes, including those involving disciplinary action or conflict of academic interest, and making decisions on such things. University Affairs was headed by Five Arbitrators of the University, which consisted of four Arbitrators plus one Head Arbitrator. It is interesting to note that each House and each Floor had its own Affairs body, which was selected democratically by the residing scholars thereof.

Impact on the World

Although it eventually ceased to exist owing to decisions of corruption in later years, Cabotton University served as a precedent for democratically-governed schools that followed. Cabotton University served as a model for other Retunian Universities, which all adopted the same democratic model in the early 1300s, as well as schools throughout Circlaria and Ancondria.
