Even Skylar knows nothing of the origin of the Golden Empire. What is known was that this past June, rumors began spreading through the Society and the Arturian Realm about an apparent force of avatars and daemons under a banner featuring a golden sun on a white background. Although the origin is not precisely known, we may have an idea that it might have originated from somewhere in the Marlen Sector. Every planet in that sector, or almost every planet, that is, is under the mighty Imperial grip. Only recently did they pour into to other sectors with the takeover of Planets Prestia Minor LVIII, Prestia Minor LV, Prestia Minor LIV, and of course, Mahathia.

Skylar has been keeping close track of their actions, though, noting a pattern they follow of attacking a Planet and subduing its defenses, then claiming ownership of all resources and control over the entities on said planet. They then impose control over the said Planet through one or more Gold Imperial Prefects. Whether these Prefects are avatars or very powerful daemons remains to be seen. But what we do know is that they are powerful enough so as one has to seek permission from a Prefect to use certain resources, like, say, a spaceship or a soul gem. Furthermore, any entity like a Legion or a Guild under the Imperial grasp must gain approval from a Prefect before making any kind of decision. And these are apparently the two Grand Statutes imposed by the Gold Empire; and any avatar found in violation of either of the two would be killed and have their soul imprisoned in a special "soul talisman" so that they cannot resurrect.

That is why no one killed by them can respawn their avatars, nor can Rose Anne.
